Requires all honey and bee pollen sold in Hawaii to be labeled with country of origin in a conspicuous, legible, and permanent manner on the package prior to delivery into the state, effective December 31, 2011.

Mandates that Hawaii-produced honey and bee pollen be labeled to indicate the product was produced in Hawaii.

Prohibits retail vendors from removing or altering country of origin labels or identifying marks on honey and bee pollen products.

Establishes escalating penalties for retail vendors selling unlabeled honey: first offense up to $500, second offense up to $1,000, and third or subsequent offenses up to $2,500; knowing removal of labels carries a civil penalty of $1,000 to $2,500 per offense.

Requires the department of agriculture to adopt rules as necessary to implement the labeling requirements.
