Establishes a federal higher education compliance and educational personnel licensure and certification task force to examine federal Higher Education Act requirements and recommend state compliance actions for institutions offering post-secondary education programs.

Task force shall examine whether existing state entities (state post-secondary education commission, Hawaii teacher standards board) can assist with federal compliance or whether a new state agency should be created to authorize post-secondary institutions and license educational administrators and educators.

Task force shall consider consolidating licensing functions for principals, vice principals, and teachers into a single state agency responsible for all primary, secondary, and post-secondary educational institution authorization and licensing.

Requires preliminary report to legislature by twenty days before 2012 regular session and final report by twenty days before 2013 regular session; task force expires June 30, 2013.

Legislative reference bureau shall provide research assistance and help draft proposed legislation; effective date July 1, 2050.
