Clarifies the Regents Candidate Advisory Council's timeline for presenting qualified candidates: sixty days for vacancies from resignation or death, and 120 days before term expiration.

Makes technical amendments to the Regents Candidate Advisory Council composition and removes provisions related to initial council formation and interim appointments.
