Reduces the Natural Energy Laboratory of Hawaii Authority board of directors from thirteen to eleven voting members.

Changes public member appointments from three governor-appointed members to one governor-appointed member, plus one member appointed by the president of the senate and one by the speaker of the house, with staggered four-year terms.

Replaces the president of the University of Hawaii and chairperson of the board of land and natural resources with the chancellor of the University of Hawaii at Hilo as an ex officio voting member, and adds a member from the office of Hawaiian affairs.

Establishes that tenant board members must be owners or active managers of businesses located in Hawaii and are immediately disqualified if they cease to be tenants of the authority.

Modifies the research advisory committee to include four appointed board members and three additional members selected from the county of Hawaii, and removes the requirement that the committee chairperson and secretary serve on the board.
