Amends Chapter 171 of Hawaii Revised Statutes to create a new subpart governing disposition of public lands for agricultural enterprises including aquaculture farming and agricultural services.

Allows public lands to be disposed of by lease, lease with option to purchase, or fee simple sale through drawing of lot rather than public auction, while reserving to the State any land values not attributable to agricultural uses.

Requires the board to determine economic feasibility, identify minimum economic units needed for successful operations, and subdivide land into economic units with necessary improvements prior to disposition.

Restricts purchasers or lessees from selling, subletting, or transferring agricultural enterprise lots to unqualified persons for five years after issuance of patent or lease, except through mortgage, testamentary bequest, intestate succession, or foreclosure sale.

Establishes applicant qualifications including three-year Hawaii residency (or state business authorization), sound credit, and at least two years of agricultural enterprise experience; grants preference to veterans and persons displaced by government taking, public nuisance declaration, or natural disaster.
