Adds dams and related reservoir areas designated as important agricultural lands to the total acreage calculation for important agricultural lands if they provide irrigation water to agricultural lands where the majority are important agricultural lands.

Makes dams and reservoirs eligible for incentives under section 205-46 when they meet the irrigation water requirement.

Excludes dams and reservoirs from acreage calculations in petitions for declaratory orders to designate important agricultural lands when combined with reclassification of agricultural lands to rural, urban, or conservation districts.

Expands the definition of "agriculture" to include aquatic life cultivation and harvesting, in addition to crops, for food, ornamental, grazing, or forest purposes.

Takes effect July 1, 2020.
