Director of public safety may establish a plan to redevelop state correctional facilities through partnership with a private entity for development rights to remaining lands.

Private entity must develop a new correctional facility in exchange for development rights to the current facility's remaining lands.

Director must provide a recommendation on whether the contract would be subject to Hawaii Revised Statutes chapter 103D and must develop a transition plan to relocate inmates during redevelopment.

Director must report to the legislature on the status of any redevelopment plan no later than twenty days before the 2012 regular session convenes.

Act takes effect upon approval and does not prohibit the governor from negotiating separate correctional facility development under existing law.
