Adds a new requirement for the Board of Land and Natural Resources (BLNR) to consider dams and reservoirs as important water resources that provide significant public benefits, including irrigation for agriculture and other important uses.

Requires BLNR to acknowledge the need for dams and reservoirs to be consistently maintained and operated in a safe and feasible manner while sustaining their roles as important water resources, provided that public safety concerns are addressed.

Clarifies that fees collected by BLNR shall cover "a portion of" the board's costs in administering dam and reservoir safety, rather than all costs.

Makes minor grammatical changes, including replacing "the collection of" with "collect" in the board's investigative duties.

Renumbers existing board authorities from (10)-(23) to (11)-(24) to accommodate the new water resources consideration requirement.
