Adds new section to Chapter 486H of Hawaii Revised Statutes authorizing independent gasoline dealers to participate in cooperative purchasing agreements with one or more other gasoline dealers.

Cooperative purchasing agreements must be conducted pursuant to rules adopted by the Public Utilities Commission and must be entered into between participating dealers.

Cooperative purchasing agreements are permitted for the purpose of providing gasoline dealers with purchasing power to acquire discounts on gasoline purchases and lower costs for dealers and consumers.

Declares that cooperative purchasing agreements and compliant gasoline dealers are not in restraint of trade, illegal monopolies, price fixing, or conspiracies to lessen competition.

Takes effect upon approval.
