Prohibits mutual benefit societies, health maintenance organizations, and dental service organizations from requiring participating dentists to accept fees set or approved by the organization for any dental services except those covered under the plan.

Prevents these organizations from including provisions in dental service contracts that set or recommend fees for non-covered dental services.

Defines "covered services" as dental care services with available reimbursement under an enrollee's plan, or services that would be reimbursable except for contractual limitations like deductibles, copayments, coinsurance, waiting periods, or frequency limits.

Classifies violations of these restrictions as violations of Hawaii's unfair competition law (section 480-2).

Effective upon approval.
