Requires the departments of agriculture and land and natural resources to identify and map public lands under DLNR management to be considered for transfer to the department of agriculture by June 30, 2012.

Establishes transfer timeline: at least 50% of qualified parcels transferred by June 30, 2013, with remaining parcels transferred by June 30, 2014.

Requires the department of agriculture to identify transferred public lands on a case-by-case basis that should be designated as important agricultural lands by the land use commission using criteria in section 205-44.

Exempts important agricultural lands designated under section 205-44.5 from periodic review and amendment requirements that apply to other important agricultural lands maps.

Clarifies that important agricultural land incentives available to transferred public lands cannot contradict or violate the conditions and requirements of chapters 166 and 166E governing department of agriculture management.
