Directs the department of land and natural resources to develop an agricultural use development plan to assess methods for improving water quality in Lake Wilson, Hawaii's largest reservoir.

Plan shall explore diverting treated effluence from Honolulu, Wahiawa, and military sources to alternative storage reservoirs instead of Lake Wilson.

Plan shall identify specific areas suitable as storage reservoirs and define roles of the City and County of Honolulu, military, landowners, and potential farmers in implementation.

Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2012 regular session convenes.

Appropriates $300,000 from general revenues for fiscal year 2011-2012 to implement this requirement, effective July 1, 2011.
