Authorizes the director of finance to issue general obligation bonds for capital improvements to irrigation systems throughout Hawaii in fiscal years 2011-2012 and 2012-2013 (dollar amounts not specified in bill text).

Fiscal year 2011-2012 funding directed to eight irrigation systems: Waiahole, Waimanalo, Molokai, upcountry Maui watershed, lower Hamakua ditch, Kau, Kekaha ditch, and Kahuku agricultural park.

Fiscal year 2012-2013 funding directed to six irrigation systems: Waiahole, Waimanalo, upcountry Maui watershed, lower Hamakua ditch, Kau, and Kekaha ditch.

Designates upcountry Maui watershed and lower Hamakua ditch projects as qualifying for federal aid financing and reimbursement in both fiscal years.

Appropriated funds shall not lapse at end of fiscal year, but any unencumbered amounts must lapse by June 30, 2014 (for 2011-2012) and June 30, 2015 (for 2012-2013); act becomes effective July 1, 2030.
