Requires all individual and group health insurance plans, mutual benefit societies, and fraternal benefit societies to provide coverage without co-payments or deductibles for tobacco use cessation methods specified by the United States Preventative Services Task Force.

Mandates coverage for telephone, individual, and group counseling and intervention sessions for tobacco cessation.

Mandates coverage for prescription and over-the-counter nicotine replacement products and tobacco use cessation medications approved by the FDA.

Requires all health insurance policies issued in Hawaii beginning March 1, 2012 to include information about smoking and tobacco usage risks and encourage insureds to consult physicians about cessation options.

Takes effect July 1, 2050.
