Establishes a prescription medication prior authorization working group to research and evaluate standardized policies for prior authorization requirements by health insurers and managed care plans.

Working group shall assess electronic prescribing and health records integration, current insurer requirements, state and federal law compliance, patient confidentiality, and best practices from other states.

Working group shall be convened by the Healthcare Association of Hawaii and include representatives from the Department of Human Services, Hawaii Health Information Exchange, pharmacists, physicians, health insurers, and consumer advocates.

Working group must submit findings and recommendations, including implementing legislation, to the legislature no later than twenty days before the 2012 regular session.

Working group terminates on December 31, 2012.
