Consolidates health care services authority, duties, and responsibilities from the Department of Human Services and Department of Health to the Office of Health Care Assurance in the Department of Health, effective July 1, 2012.

Transfers Department of Human Services functions including home and community-based case management, community care foster family homes, and adult day care to the Office of Health Care Assurance.

Transfers Department of Health functions including adult residential care homes, hospitals, nursing homes, dialysis, home health, federally qualified health centers, hospice, and other health care facilities to the Office of Health Care Assurance.

Ensures transferred employees retain their salary, seniority, benefits, and civil service status without loss of privileges or need for examination if qualified for their positions.

Directs the Legislative Reference Bureau to prepare proposed legislation by 20 days before the 2012 regular session to update statutory references from the Department of Human Services to the Office of Health Care Assurance and Department of Health.
