Allows the superintendent of education to reconstitute public schools (except charter schools) that have been in restructuring for 4 or more school years without making significant academic improvements.

Superintendent may replace all or most staff, contract with a private entity to manage the school, or change the school community council membership when reconstituting a school.

Requires consideration of student proficiency data, interventions, teacher qualifications, professional development, input from faculty and school community council, and complex area superintendent recommendations before reconstitution.

Superintendent may recommend to the charter school review panel that charter schools in restructuring for 4 or more years be reconstituted or have their charter revoked.

Department must negotiate with unions on reassigning displaced employees to other positions and must follow current hiring procedures for new employees at reconstituted schools.
