State agencies must submit annual reports to the Small Business Regulatory Review Board by August 15 each year identifying rules affecting small business that require amendments or new adoption due to statutory changes.

Agencies must inform the board of the priority status and timeline for implementation of any pending rule amendments or new rules requiring adoption.

Agencies must notify the board and explain why any rules affecting small business have not been updated to reflect changes in applicable law.

The Governor shall direct state agencies to work with the board to develop internal processes that expedite rulemaking for rules affecting small business that require amendment or adoption due to legal changes.

The board shall report to the legislature no later than 20 days before the regular sessions of 2012 and 2013, and thereafter as needed, regarding implementation of these requirements and any proposed legislation recommendations.
