Requires the Disability and Communication Access Board to charge fees for reviewing construction plans of public buildings, facilities, and sites to ensure compliance with Americans with Disabilities Act Accessibility Guidelines and Federal Fair Housing Amendments Act requirements.

Establishes a tiered fee schedule based on estimated construction costs, ranging from $50 (no ADA application) to $5,000 plus $1,000 for each additional $5,000,000 (projects over $10,000,000), with a $3,000 maximum for infrastructure and private non-profit projects.

Creates an Accessible Building Design Special Account within the Disability and Communication Access Board Special Fund to deposit and administer plan review fees for covering costs of administering accessibility requirements.

Requires the board to report annually to the legislature on revenues collected, including the number and types of plans reviewed and fees collected from each state or county department or agency.

Takes effect July 1, 2011.
