Prohibits public officials and employees from appointing, employing, promoting, or advancing their relatives within an agency over which they exercise control.

Defines "relative" to include father, mother, children, siblings, in-laws, step-relations, and half-relations.

Prohibits appointing relatives of other public officials employed by or exercising control over the same agency.

Establishes that recommending or referring a relative for consideration by subordinates constitutes advocacy for their appointment and is presumed prohibited.

Takes effect upon approval and does not affect rights, duties, or penalties that arose before the law's effective date.
