Amends Hawaii Revised Statutes Section 578-14 to require that adoptive parents' names and the names of natural parents appear on the new birth certificate created after adoption, rather than making this conditional on parental request.

Simplifies Section 578-15(b) by removing complex procedures for adoptions before and after 1991 that required notice to natural parents and allowed them to file confidentiality affidavits.

Restricts inspection of sealed adoption records to parties to the proceedings upon written request to the family court, eliminating the previous tiered access system based on adoption date and age of adoptee.

Maintains access to ethnic background and medical information in adoption records, and continues to allow natural parents to obtain copies of original birth certificates.

Takes effect upon approval.
