Eliminates the application fee requirement for original or renewal licenses to operate as a milk producer, producer-distributor, or distributor under Hawaii Revised Statutes Chapter 157.

Removes the exemption for agricultural cooperatives whose producer-members complied with licensing provisions, as the application fee is no longer charged.

Repeals Section 157-23 (Hawaii Revised Statutes) which established the methodology for calculating monthly license fees based on milk volume produced and processed.

Modifies the milk control special fund to clarify that moneys are deposited from sources other than application fees and license fees, which are no longer collected.

Takes effect upon approval.
