Recognizes Native Hawaiians as the only indigenous, aboriginal, maoli population of Hawaii through enactment of a new chapter in Hawaii Revised Statutes.

Establishes a five-member Native Hawaiian roll commission within the office of Hawaiian affairs to prepare, maintain, and certify a roll of qualified Native Hawaiians based on ancestry and cultural connection criteria.

Requires the Native Hawaiian roll commission to publish the qualified Native Hawaiian roll to facilitate independent organization of a Native Hawaiian convention for self-governance purposes.

Directs the governor to dissolve the Native Hawaiian roll commission upon completion of its work, with funding provided by the office of Hawaiian affairs.

Requires the commission to report to the governor and legislature no later than twenty days before the 2012 regular legislative session on roll preparation status, expenditures, and recommendations.
