Authorizes the University of Hawaii to use Department of Land and Natural Resources security staff to provide security services at Moku-o-loe (Coconut Island) in Kaneohe Bay, Oahu, at no cost to the university.

Exempts the Hawaii marine laboratory refuge on Coconut Island from obtaining state and county permits for repair and maintenance of facilities, including exemption from chapter 205A permitting requirements.

Maintains the existing prohibition on taking aquatic life within the Hawaii marine laboratory refuge, except for University of Hawaii officers, faculty, employees, students, and board-designated licensees conducting scientific research.

Establishes that the Hawaii marine laboratory refuge continues only as long as the University of Hawaii regents maintain the marine laboratory on Coconut Island.

Takes effect July 1, 2050 and repeals July 1, 2016, with the amended statutes reverting to their June 30, 2011 forms upon repeal.
