Amends Section 269E-9 of Hawaii Revised Statutes regarding operator notification requirements when excavation work is proposed.

Requires utility operators to include the depth below surface of subsurface installations when advising excavators of approximate locations of affected utilities.

Applies depth disclosure requirement to both direct notifications to excavators and to records made available for inspection and copying.

Depth information must be provided to the extent and degree of accuracy that information is available in the operator's records.

Takes effect upon approval.
