Hawaii has a 40% higher prevalence of end-stage renal disease than the nation, with approximately 620 new diagnoses annually, requiring emergency preparedness for dialysis services.

Directs the Department of Health, State Civil Defense, Healthcare Association of Hawaii's Emergency Management Program, and county emergency services departments to implement a statewide dialysis emergency plan developed by a 2010 task force funded by the federal metropolitan medical response system grant.

Requires a joint report to the legislature no later than 20 days before the start of the 2012 regular session on implementation progress of the emergency dialysis plan.

Appropriates unspecified funding for fiscal years 2011-2012 and 2012-2013 to the Department of Health to upgrade dialysis facilities and implement the statewide emergency plan recommendations.

Effective July 1, 2050.
