Allows limited issuance of commercial-use permits for vessels moored in Ala Wai and Keehi boat harbors, with Ala Wai limited to 15% of total berths (maximum 56 berths for commercial vessels not exceeding 65 feet) and Keehi limited to 35% of total berths.

Establishes moorage fee structure with Schedule A rates for existing mooring permittees and Schedule B rates for new applicants, with Schedule A rates increasing annually to equal Schedule B rates by July 1, 2014.

Directs the Department of Land and Natural Resources to use a request for proposals process for a public-private partnership to develop portions of Ala Wai boat harbor, with lease terms not exceeding 65 years.

Authorizes the department to assess utility fees (electrical, water) and common-area maintenance fees at small boat harbors, and allows commercial catamaran operators to transfer vessel ownership without losing operating rights.

All revenues from Ala Wai harbor development leases shall be deposited into the boating special fund; takes effect July 1, 2030.
