Amends Act 125, Session Laws of Hawaii 2008, by removing a sunset provision that would have repealed emergency teacher hiring amendments on July 1, 2011.

Makes permanent the reduction of the maximum employment period for emergency-basis teachers hired by the Department of Education from 4 years to 3 years.

Makes permanent the requirement that unlicensed teachers hired on an emergency basis prior to July 1, 2008, must attain licensure within 4 years from their date of employment.

Effective date is July 1, 2050.
