Extends the sunset date of the Starlight Reserve Advisory Committee from June 30, 2011 to June 30, 2013 to continue promoting conservation of Hawaii's natural night-sky resource.

Appropriates unspecified general revenue funds for fiscal years 2011-2012 and 2012-2013 to the Office of Aerospace Development within the Department of Business, Economic Development, and Tourism.
