Establishes a clean and sober home and halfway house task force within the department of health to develop regulations for these facilities.

Task force composition includes two governor appointees, two senate members, two house members, the attorney general, the alcohol and drug abuse division administrator, Honolulu's planning director, and representatives from the Hawaii Substance Abuse Coalition, disabilities organizations, the Coalition for Clean and Sober Homes, and Oxford House, Inc.

Task force shall address health, safety, and welfare of residents; address community concerns about facility locations; develop accountability procedures without requiring formal licensure; and ensure compliance with federal and state housing laws for persons with disabilities.

Task force members serve without compensation but receive reimbursement for necessary expenses including travel.

Task force must submit findings and recommendations to the legislature no later than twenty days before the 2012 regular session convenes.
