Authorizes the departments of defense and transportation to develop and implement a three-year pilot program using dogs to inspect incoming cargo for illegal fireworks and explosives, with the program to begin no later than January 31, 2012.

Requires dog inspections to occur after cargo arrival at state harbors but before transportation to freight forwarder warehouses, consolidation facilities, or other commercial unloading facilities.

Mandates the department of transportation submit a report to the legislature no later than twenty days before the 2013 regular session detailing program implementation, findings, costs expended, estimated permanent operating costs, and any proposed legislation.

Appropriates federal homeland security grant program funds for fiscal years 2011-2012 and 2012-2013 to establish and administer the pilot program (specific amount left blank in bill text).

Takes effect on July 1, 2011.
