Authorizes the Director of Civil Defense to inspect shipping containers at commercial harbors to detect and confiscate materials threatening Hawaii's security, including explosives (but excluding regulated fireworks).

Authorizes the Department of Transportation to conduct similar inspections of shipping containers at commercial harbors for security threats.

Designates state civil defense as the lead state agency to coordinate shipping container inspections and permits collaboration with federal agencies and U.S. armed services.

Allows both the Director of Civil Defense and Department of Transportation to supersede labor work rules or contracts that conflict with container inspection authority.

Effective date of July 1, 2050.
