Prohibits ignition, possession, sale, or use of aerial luminaries (sky lanterns, Hawaii lanterns, and flying luminaries) except when tethered/secured for ground return and used as part of a permitted display under section 132D-16.

Defines "aerial luminary" as airborne paper lanterns containing a small candle or fuel device that heats air to cause the lantern to rise and remain airborne until the candle extinguishes.

Establishes criminal penalties of a fine (amount not specified in bill text) for each violation.

Takes effect July 1, 2050.
