Prohibits the sale, offer for sale, or distribution of novelty lighters within Hawaii.

Defines "novelty lighter" as a handheld flame-producing device designed to attract children ten years old or younger, including lighters that depict cartoon characters, toys, animals, produce sounds or music, or have flashing lights.

Exempts lighters manufactured before 1980, non-functional lighters lacking fuel or components, lighters manufactured or transported through Hawaii exclusively for out-of-state sale, and standard lighters with printed logos or decorative artwork.

Establishes a misdemeanor penalty of up to one year imprisonment or a fine of up to $1,000, or both, for violations.

Takes effect upon approval.
