Removes marijuana and tetrahydrocannabinols (THC) from the schedule I controlled substances list in Hawaii Revised Statutes section 329-14(d).

Reclassifies marijuana and THC as schedule III controlled substances under section 329-18(h), placing them in the same category as Dronabinol (synthetic THC/Marinol).

Rationale includes that marijuana has not been linked to overdose deaths unlike schedule II substances such as heroin, oxycodone, fentanyl, and methamphetamine, and that Hawaii already permits medical use of marijuana.

Renumbers remaining hallucinogenic substances on the schedule I list to account for the removal of marijuana and THC.

Effective date: July 1, 2050.
