Transfers jurisdiction of Hawaii's medical marijuana program from the Department of Public Safety to the Department of Health.

Amends the definition of "written certification" to reference the Department of Health instead of Department of Public Safety for establishing designated forms.

Requires the Department of Public Safety to maintain a 24/7 verification service for medical marijuana registrations accessible to the Department of Health during the transition period.

Transfers all Department of Public Safety employees, records, equipment, and property related to medical marijuana functions to the Department of Health while preserving civil service status and employee benefits.

Effective July 1, 2050.
