Establishes a working group within the Department of Business, Economic Development, and Tourism to study the feasibility of requiring all new single-family residential construction to be photovoltaic-ready at initial construction.

Working group shall examine design elements and minimal equipment installation needed to make structures photovoltaic-ready, including blueprints, labeling, and system accommodations.

Working group membership includes the director of business, economic development, and tourism, state building code council executive director, county building officials from each county, photovoltaic industry representative, contractor-builder, Hawaii Association of Realtors representative, and state legislators.

Working group shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2012 regular legislative session.

Working group shall dissolve on June 30, 2012.
