Directs the Public Utilities Commission to conduct a cost-benefit analysis of an on-bill financing program allowing residential electric utility customers to finance energy-saving appliances and renewable energy systems through their electricity bills.

Eligible items for financing include ENERGY STAR refrigerators, solar water heater systems, solar energy devices, and other devices designated by the PUC, provided life cycle electricity savings exceed the cost of the item or system.

Requires the PUC to determine billing costs, payment schedules, interest rates, and penalties including potential fines and service disconnection for non-payment.

Directs the PUC to address whether rental tenants qualify for the program and determine whether installed systems remain with the property or can be removed by the customer.

Requires the PUC to submit findings and recommendations to the legislature no later than twenty days before the 2012 regular legislative session, with all program costs paid from the public benefits fee.
