Places a moratorium on construction of any new solid waste landfills (including municipal solid waste and green waste landfills) on Oahu's leeward coast from Kaena point to Waimanalo gulch effective August 1, 2011.

Prohibits expansion of any existing private solid waste landfills or their components in the designated leeward coast area on or after August 1, 2011.

Exempts municipal solid waste landfills that existed prior to August 1, 2011 from the moratorium restrictions.

Defines "new solid waste landfill" as any landfill that has not received waste prior to August 1, 2011.

Cites environmental and traffic concerns from existing landfills, including health risks and approximately 400 daily truck trips impacting leeward coast residents.
