Requires the Department of Land and Natural Resources to establish a comprehensive computerized information system to inventory all lands in the public land trust held or managed by state agencies.

Mandates all state and county agencies report to DLNR by August 1, 2011 each parcel of land they hold title to or that has been set aside to them, and report any disposition or transfer of such lands.

Directs DLNR to determine what information should be included in the inventory, including parcel location, size, acquisition date, whether land is ceded land, current uses, easements, and lease details.

Requires DLNR to submit progress reports to the legislature prior to 2012 and 2013 sessions, with the complete inventory and information system operational by December 31, 2013.

Appropriates $275,000 for fiscal year 2011-2012 and $85,000 for fiscal year 2012-2013 from the land conservation fund to establish the database and fund one database developer position.
