HI SB20

Adds a new section to Hawaii Revised Statutes Chapter 37 requiring the director of finance to submit a report to the legislature prior to implementing any material change to a capital improvement project for which funds have already been appropriated.

Defines "material change" as a modification to the original scope of work as described by the project title and description in the capital improvement project appropriation.

Report must indicate the reasons for the material change to the capital improvement project.

Takes effect upon approval.
