Amends Hawaii Revised Statutes Section 46-4 to allow counties to impose performance standards on group living facilities with eight or fewer residents licensed under state law.

Permits counties to establish nondiscriminatory zoning requirements for group living facilities including building height, setback, lot coverage, parking, and floor area standards.

Authorizes counties to impose temporal restrictions on commercial deliveries to group living facilities in residential areas.

Allows counties to establish ambient noise and pollutant emission standards at lot boundaries for group living facilities to minimize impacts on surrounding neighbors.

Addresses concerns about negative effects from group living facilities (increased traffic, deliveries, noise) on quality of life in traditional residential neighborhoods while protecting deinstitutionalized housing options.
