Creates a new part in Chapter 46 of Hawaii Revised Statutes establishing standards for selecting county ethics commission members to ensure impartiality and independence.

Requires each county to adopt a charter amendment creating an independent body to select ethics commission members, with those members not subject to confirmation by the county legislative body or jurisdiction of the county ethics commission.

Allows county ethics commissioners to be appointed either from a list of nominees selected by the independent body or through comparable alternative selection methods established by county ordinance.

Establishes that county ethics commissioners must be selected based on integrity, impartiality, and independence, as demonstrated by their background, experiences, and absence of potential conflicts of interest.

Takes effect on July 1, 2011, with all appointments made after that date required to follow the new selection process.
