Eliminates the statute of limitations for civil actions by persons subjected to sexual abuse as minors against the natural person who committed the sexual offense.

Permits civil suits against legal entities (including the State) that employed the abuser or had responsibility/control over the activity, but only if gross negligence is found.

Creates a two-year revival window allowing victims previously barred by expired statutes of limitations to file claims against their abusers and responsible entities.

Requires a notarized certificate of merit from a licensed psychologist, therapist, counselor, clinical social worker, or registered nurse at the time of filing, stating reasonable basis to believe abuse occurred.

Authorizes courts to award attorney's fees to defendants only if the court independently finds a false accusation was made with malicious intent and no factual basis.
