Requires Hawaii hospitals to provide female sexual assault survivors with medically accurate written and oral information about emergency contraception and the option to receive it.

Mandates hospitals provide emergency contraception to female sexual assault survivors who request it when medically indicated, including the initial dose at the hospital.

Prohibits hospitals from denying emergency contraception based on a survivor's refusal to undergo forensic examination or report the assault to law enforcement.

Exempts hospitals from providing emergency contraception only if a pregnancy test approved by the FDA determines the survivor is already pregnant.

Establishes Department of Health oversight with rulemaking authority, complaint procedures, and administrative penalties up to $1,000 per violation after written notice and opportunity to correct; effective July 1, 2050.
