Prohibits use of any restraints on pregnant female inmates during transport in the third trimester of pregnancy, during postpartum recovery, or at any time if ordered by a physician, except in extraordinary circumstances.

Completely bans all restraints during labor and childbirth, except hospital restraints requested by medical personnel for patient safety.

Prohibits leg irons and waist chains on pregnant females at any time, and requires any restraints used to be the least restrictive and most reasonable available.

Requires correctional personnel to be absent from the labor and delivery room unless requested by medical staff, and mandates personnel be female when practicable.

Mandates the Department of Corrections provide training to all staff on these requirements and notify pregnant or postpartum inmates of their protections under this law.
