Establishes the ʻaha kiole advisory council within the Department of Land and Natural Resources to advise on land and natural resource management using the ʻaha moku system based on indigenous Hawaiian regional management practices.

Council consists of eight members selected by ʻaha moku councils from respective islands, with members selecting their own chairperson and an executive director; members receive no compensation but may be reimbursed for approved travel and meeting expenses.

Council may provide advisory input on indigenous resource management practices, implement best practices for natural resources, foster Hawaiian knowledge and methodology, ensure sustainable use of marine and land resources, and enhance community education.

Council must submit annual reports in English and Hawaiian to the Office of the Chairperson of the Board of Land and Natural Resources and the Legislature at least 20 days before each regular session, detailing recommendations made and actions taken by the department.

Appropriates $64,500 from the land conservation fund for fiscal years 2011-2012 and 2012-2013 to fund the executive director position; takes effect July 1, 2011.
