Amends Section 711-1111, Hawaii Revised Statutes, to expand the definition of "electronic communication" to explicitly include the Internet, cell phones, personal digital assistance devices, and wireless hand-held devices.

Defines "electronic communication" to cover any transfer of signs, signals, writing, images, sounds, data, or intelligence transmitted by wire, radio, electromagnetic, photoelectronic, or photo-optical systems.

Provides exemptions for electronic communication service providers and remote storage services acting in the ordinary course of business.

Establishes that the Act shall not interfere with First Amendment rights of free speech and expression.

Takes effect upon approval and applies liberally to give effect to cyberbullying protection purposes.
