Establishes the Hawaii Western Interstate Commission for Higher Education (Hawaii WICHE) within the University of Hawaii for administrative purposes, comprised of state commissioners to the national Western Interstate Commission for Higher Education.

Authorizes the Hawaii commission to establish a repayment policy for students receiving financial support from legislature-appropriated funds for the Hawaii professional student exchange program.

Creates a professional student exchange program special fund to receive repayment principal, interest, and accrued interest from former and current program participants.

Allows special fund moneys to support professional student exchange program activities and financial support to participants at Western Interstate Commission for Higher Education receiver institutions, as well as enforce collection of delinquent obligations.

Takes effect on July 1, 2030.
