Repeals benchmark reporting requirements and replaces them with a requirement for the University of Hawaii Board of Regents to periodically review and recommend amendments to state higher education priority guidelines under section 226-107.

Requires the Board of Regents to develop a functional plan that includes strategic goals, outcomes, and performance indicators designed to meet state citizens' needs and establish the university as a foremost educational, research, and service center.

Mandates the Board of Regents to apply the functional plan and strategic goals in developing budget requests to the legislature.

Requires the university to submit a biennial report to the legislature no later than twenty days before the regular session in the second year of each fiscal biennium covering the functional plan, strategic outcomes, and performance measures.

Takes effect upon approval.
